Passive = all the time.
On chance = not all the time.

I'm pretty sure wow uses one roll to determine if your attack will hit, crit, miss, be dodged, or parried. Meaning they don't roll for hit then roll again to see if you crit.

Yup bad logic. Too bad it applies...You can't crit what you can't hit.
Everything in moderation, you should never gimp one stat for another. Not even you can dispute that.
Except that isn't how white attacks work of course. The only time hit increases crit is if you're already at the crit cap. The reason AP and Haste are better than crit has nothing whatsoever to do with what you posted.

Too bad it applies
Scaling of Poison damage and Poison PPM with AP and Haste has got nothing whatsoever common with crit capping and the relative cap's dependance on your current hit and expertise rating. Please do shut up.
