Come back when you're level 30 or 40. For now, just spamming your abilities when they're off cooldown will be fine. Make sure you use Righteous Fury.

Everybody wants to live, like they want to live,
And everybody wants to love, like they want to love.
Everybody loves to be, closer to free.
Oh, not that party of Five? But I love the Bodeans!

Well okay. No one likes post-punk.
Focus on your basic skills. For tanking? Find talents and glyphs that are helping:
Your ability to keep mobs on you.
Your survival.
Just prioritize those over the rest. While you're leveling, simply having Righteous Fury up and doing your best to fill in a 96969 rotation with your current spells will keep mobs on you. You have a few taunts available. Figure out how to use them. Mark targets so that you can clearly blame a DPS for trying to tank an add.
If you plan on never respecing, start by putting talent points into
Seals of the Pure
in the Holy tree first. Glyph for Seal of Righteousness.
There will be talents that will be clearly useless to you while you're leveling. Whether it's an unused/unlearned spell it affects, or just plainly unnoticeable, I trust your judgment.
I also think you should honestly spec Retribution and just slap on Righteous Fury with a 1h weapon and shield to tank.

No, dont do that. Always spend all points into one tree until you get all the core talents.
OR
Spend as you wish and respecc when you could reach those core talents.
Theres no need to wait 5 levels more for the BoS, HS or HotR. You will want them as soon as possible.

Okay,
if you plan on respecing I would mean
. Think of it this way: a decent bonus to the only seal you'll use use at least 10 levels.
Those "core talents" really don't affect much while you're leveling. Blessing of Sanctuary is really the first point at which Protection as a tree gets anything that changes your gameplay.
While you're leveling, priority goes to your ability to kill !@#$. Don't think otherwise.
