some suggestions
you can pull 2 out of weapon mastery for imp execute if you choose, you've got plenty of exp
you're matching virtually every single socket bonus, i'd meet the requirements for the meta then focus on bold or fractured gems
with your current meta a single nightmare tear covers its requirements so all but 1 gem should be either bold or fractured
put your nightmare tear in a blue socket to match the best socket bonus (that would be the blue on your chest)
if you switch from strength to armor pen, with the tear in the proper place, you could gain 216 armor pen (~15.5%) putting you at ~50%
ur 0.22% (7 rating) below the hit cap
i'd try to get grim toll or mjolnir's runestone as after regemming for armor pen you'll be almost at the soft cap

Im not arms, so i try not to give arms advice, so take this for what it is.
For whatever reason, i take a bit to get warmed up. Usually if i come home and go right to my raids, i perform under par until later in the raid. The way i combat this is to just spend 20 mins before a raid on a target dummy. This reinforces the muscle memory that i have built up playing this char. By the time the raid comes, im at full hilt, and my performance is rock solid all night.
If you have hit the dps before, you should be able to hit it consistently You are probably just thinking too much into it and screwing up your rotation.
Changing all your gems isnt going to give you 2k more dps. If i had to guess, without doin any math, i would say the difference in 200arp/200 str is less then 50 dps. Im (fury)gemmed all str, and according to the spreadsheet, Arp is worth more then strength to me. If i replaced my str gems to arp, i gain 4 dps...
Edit:I plugged you into the spreadsheet. If you switch all your red gems(5) from str to arp you gain 10 dps, assuming you put a 20 arp where the 16 arp is. So, now you can decide if thats worth it or not.

The elitists are gonna hate me now, but your crit is low. Im not geared as good as you, but i noticed a huge dps loss when i switched from axe to sword even if axe was lower ilvl (toc5 axe to toc10 sword). With an axe instead, your crit would be at a better number.
If you downgrade to a lower ilvl axe/polearm with lower damage you might not see those super high ms crits etc, but youll more often have a larger stack of deep wounds ticking and have more crits.
If you have an ilvl232 or higher axe/polearm collecting dust in the bank, give it a go. If you dont have that, try drinking a crit elexir and crit food instead of ap flask+str food. More ap is usually better than more crit, but i think you might be a wee bit below "the crit sweet-spot for arms" (in lack of a proper term)

The goal for ArPen is to get to 100%( when a trink pops) to negate all armor that a boss has. This is done by having Grim Toll, Mjolnir Runestone (banner of victory helps too). None of your hit is reduced, so usually it is better dps.
The number you are aiming for is 1399.57 to get 100%, You get 10% passive in battle stance, plus another 6% from the two piece bonus, so you need 1175.6388. Subtract the proc from a trinket, 612 for grim toll or 655 from the runestone, leaving you with the number you want in your character sheet. No idea what number it is since armory is screwy right now, but should be pretty easy to get.
Get one of the trinkets, should see a significant dps boost.

The goal is to get 100% arp WITHOUT a trinket proc. Thats why the two BIS trinkets arent the arp ones. It isnt very hard to get 100% without that proc, thus giving you room for another "dps" trinket.
Dont get me wrong, the trinkets are great, but to say you shouldnt gem arp without one is misleading.

Doc, on a side note, what spreadsheet did use on the OP?
I also was wondering if gemming pure ArP would be better than pure Str(after activating meta, of course)... When i was MS'd Arms in my guild, my dps was always under par with those equally-geared arms warriors gemmed Str as me...
Is there some "soft cap" on AP i need to hit before regemming to ArP?

My input:
Gemming str vs. armor pen - Str is for fury warriors as their talents directly increase strength benefit to make gemming for it more effective than for arms. I prefer the armor pen route for arms. Just get your str from gear.
Damage - arms is very bursty and rng dependent. It's conceivable that on rather short fights you won't get a lot of execute procs and will be stuck slamming more often than you'd like to.
Talents - definitely get improved execute over weapon mastery, make sure you're hit capped and try to get 26 expertise from gear if possible.
Stats - once hit capped and with a comfortable amount of expertise, focus on items with crit/armor pen on them to the moon and back. Deep wounds does more damage than you might think, in some fights it was my #1 source of damage, and my arms set is not that great, but I do sport almost 50% passive armor pen. don't ever pick an item with haste on it if you can avoid it.
Weapon - axes ONLY. no maces, no swords. Arms = axe. This is the only way to go, period end of story.
Trinkets etc. - needle encrusted scorpion from ICC 5 man heroic is coming. GG (long as you dont already have mjolnir or whatever) Also a phat pair of boots that finally beat the maly 25 boots.
Edit: You have wayy too much expertise dude. Probably from your weapon. Dual Blade Butcher or the Bloodreaver are your obvious choices to replace that - do so as soon as possible. I hope a tank DK didn't need that blade when it dropped for ya =P. Drop weapon mastery immediately and/or try to replace your belt or legs. I don't think the 4pc. t9 bonus is that great. The ToC 10 hardmode legs are sexy.

The best way to tell if you should gem arp is with the spreadsheet. Its a very valuable tool, and very easy to use. Just put in your server and char, enable macros, and lookup your armory. Then hit the green SEP button. At first it is very intimidating, but dont be afraid to play with things, you can always redownload it if you mess it up. You can also plan your gear paths with the look up tool :)
