If theres noone in the raid that supplies the +x% damage bonus (moonkin/dk) then use CoE because the damage bonus over all your spells will far outweigh the damage CoAgony deals.

to clarify:
-it is
balance
druids (boomkin) and
unholy
death knights that provide the
+13% spells
.
-it is balance druids and shadow priests that bring +3% hit.
CoE is important and you should cast it without much of a second thought, even as affliction. yes, destro are the best warlocks to use the spell since they gain the least from damage curses but affliction warlocks will still gain more than they lose and that's before you factor in the benefit to the rest of the raid.
demo warlocks should be the last ones asked to provide the buff since they gain a lot from using CoA for MC procs.
so the priority for the buff should be:
UH-DK > boomkin > destro > aff > demo

I couldn't remember which DK spec it was (I had a hunch it was unholy).. ^_^

that wasn't aimed at anyone particular, it's just one of those details that gets people confused and is always worth repeating.

For what it's worth, CoA is never providing more than 8% of my overall damage done. Which means that if I use CoE instead (because noone else has the debuff) I'm still buffing myself by 5% (I'm sure the math on that is incorrect, but it makes the point).
That being said, CoA does more for us than CoD does for destro, so you should still get priority on your curse if there's a destro in the raid.
