As stupid as this may seem it'd surprise you how often people do this, don't forget racials to help you, orc shamans will have a SP boost
Blood Fury
which at level 80 gives 163SP, troll shamans will have a nice haste boost
Berserking
, and tauren have an extra stun
Warstomp
which is surprisingly useful, might be enough for you to get a heal started or get hex off. Draenei racials don't really help that much, its situational but you never know
Gift of the Naaru
, at 80 it heals for 1235 (247 every 3 seconds) plus your spellpower with a 100% co-efficient. As I said, might be useful, might not. Any of these racials can help you last long enough to burst down an opponent or give your burst a little extra.......burst :P (couldn't think of what else to say there and saying oomph sounded wrong)

Personally I like ~200 haste for PvP to give me a better chance against CS, but it's really personal preference. Mages' Counterspell isn't on the GCD so if they want to get you they probably can.
But it kind of sounds like a playstyle problem to me (no offense.)
First, your Lava Bursts shouldn't be getting interrupted THAT much. It is a quick-casting spell. It's important to always be aware of who is targetting you and who might CS you. If you think there is a CS incoming, juke a Lava Burst to try to draw it. (Start casting, take a step back partway into the cast to cancel it. If you trick someone into CSing you you probably just won.) And of course there are obvious things like not trying to hard cast with a Rogue on you. Wait until you have melee in Earthbind or can TS them away to use a hard-cast burst combo. (This should be obvious.)
Second, one of the biggest strengths of an Elemental Shaman is the fact that we more or less alternate between two different schools of magic. If your Lava Burst
does
get CSed, it really doesn't matter. All your nature spells are still available after any silence effects wear off. Simply wait out the lock on your Fire school by: healing yourself, dropping totems, casting lightning spells, etc. Before you know it your Fire school will be back up, and your opponent's CS will be on cooldown.
Third, as someone else said, Lightning Bolt is highly situational in PvP. Now here is a spell that
will
get you CSed a lot if you use it too much. With Chain Lightning being on such a short cooldown, there is rarely a time when I
need
Lightning Bolt. I only use it if I know that I am free to cast without getting CSed, and if there is nothing better to cast.
All in all I just don't worry about CS in PvP that much with my Ele Shaman, and it's one of the reasons I love him. The only time it's a serious concern is if I'm desperately healing myself. Getting locked out of Nature when you need to heal is bad.
But yeah, when I'm lining up burst my thinking goes like this:
-Flame Shock (hope it doesn't get dispelled in the next 3 seconds, be ready to cancel my Lava Burst if it does and try again)
-Lava Burst (don't really mind if this gets CSed, in fact I would prefer it to my next spell, since I only have two Fire spells but a ton of Nature ones)
-Chain Lightning (hope this doesn't get CSed, it usually doesn't since it casts so fast - and if it does I will just deal with it for 6-8 seconds while I'm waiting for Nature to come back up.)
-Do other stuff while I'm waiting for CL to come off CD (or for a CS to wear off); this usually means drop totems (I'm sure you're aware that totems are not considered spells and can be dropped even while silenced)
Anyway, the post is getting long. But trust me, we have it good when it comes to CS - mostly fast casts or instants, and two damage schools. Compare this to, say, an Arcane Mage. If an Arcane Missiles/Blast gets CSed, he's pretty much locked out of every spell he might want to cast. Even if we were locked out of both Fire AND Nature at the same time (it's never happened to me) we would still have all our totems available, plus Frost Shock. Don't get me wrong, CS does suck and avoiding it is best (read: mind games), but it's not a deal-breaker for us.
