Because far more people will transfer high-pop -> new than high pop -> low pop.
And from a purely technical standpoint, the fewer players on any given realm the better. Fewer problems with latency and other hardware issues.

And i believe that at new servers people can get somethings that hey cant get at their original servers like the Scrab lord title, and again thats what i believe i dont know if its true
You cant get Scarab Lord, all new servers have the AQ gates open.
However "Realm First!..." achievements are available.

stick around until icecrown releases and then for when cataclysm drops. when the queues get in the 1000+ range and nerdrage ensues, you'll understand the decision to have more than necessary.

I think blizzard should somehow just get some badass server system. And reduce the whole game to like 15-20 servers. I know it will never happen but still ^.^
The only way that lowering the number of servers would be feasible (from a gameplay perspective anyways) would be to increase the size of the world. Ideally, you want to have a certain population density in order to facilitate the formation of groups, create a healthy economy, and have "populated" feel to the world. However, once overcrowding begins the economy becomes strained because the demand for materials becomes higher than the available supply. It may be easier to find a good guild, or a competent pug. But overcrowding results in higher latencies overall. So then you expand the game world, which creates it's own technical problems.
So then Blizzard would have to rebuild the game world from the ground up and restructure/upgrade their server architecture (e.g. model it after CCP's) . Would it be cool? Yes. Is it going to happen? Most likely not.
