Man, I haven't use Matrix Algebra since highschool, but it can probably be used to solve this problem.

Basically something like that (I had to substitute for due to bold tagging).
You would have to put in how much reputation you need into matrix C, and then solve the system of equations. The only problem is that matrix algebra allows for negative answers. For example, it could come up with the solution where you need 10 Stormwind Writs (variable a), but you need -2.5 Ironforge Writs (variable x) in order for the system to come out correctly.
Furthermore, I guess I have a difficult time conceptualizing the problem since I finished the Argent Tournament a long time ago and don't remember exactly how the quests and rep rewards work (and I was exalted with all of my factions already anyway).

I guess maybe a practical example to help solve this.
I'll go on the assumption that "1 quest" gives 250 rep to the faction you did it for and 62.5 rep to each other faction. "1 quest" would refer to either a daily quest or a Writ turnin.
My warlock need this much rep to get to exalted:
17760 Exodar Rep
18325 Darnassus Rep
0 Stormwind Rep
15899 Gnomer Rep
8727 IF Rep
I would divide each of those numbers by 250 to figure out how many Quest Turnins I need to get exalted, so
71 Exodar Turn Ins
73 Darnassus Turn Ins
0 Stormwind Turn Ins
64 Gnomer Turn Ins
35 IF Turn Ins.
Since I only need 35 IF Turn Ins, I can ignore that faction, since it would take 35*4 = 140 other faction turn ins to "splash" enough rep into IF. Since I know I need at least 140 other faction turn ins, I'd do a simple weighted average to figure out how to disburse those 140 turn ins.
71+73+64 = 208. So 71/208 = 34%, 73/208 = 35%, and 64/208 = 30%. So I'd do lets say 48 Turn Ins for Exodar, 48 for Darnassus, and 40 for Gnomer. This would give 48 + 88/4 = 70 Exodar Turn Ins, 48 + 88/4 = 70 Darnassus Turn Ins, and 40 + 96/4 = 64 Gnomer Turn Ins, and 136/4 = 34 IF Turn Ins.
So at that point you are 1 turn in short on Exodar, 3 turn ins short on Darnassus, and 1 turn in short on Ironforge. Turn in 3 more quests to Darnassus and the splash should finish up all of your reps.
As you can tell, the math is kind of complicated and HIGHLY dependent on what your current reputations are.
For another example, lets say that all five of your factions are exactly the same, and at exactly revered. You need 21000 rep in each city. The math therefore becomes quite easy. 21k rep is 84 turn ins required for each faction (on their own). Since all the reps need to be raised at the same rate, it stands that you would want to do the same number of turn ins for each rep in order to hit exalted with them all at the same time. Therefore you'd take the 84 turn ins and divide by 2 (1 + 0.25 + 0.25 + 0.25 + 0.25). 84/2 = 42. So if you do 42 turn ins for each faction, you would have 42 + 42*4/4 = 84 Turn Ins.
If you had one already exalted, and four others you had to get 21k rep with, it would be 84/1.75 = 48 turn ins each. 48 + 48*3/4 = 84.
The only other suggestion to make things easier is to do your lowest rep faction until all of your factions are equal, at which point you can just spread the quests equally. So if you need 21k SW rep, 21K IF rep, but only 10K of the other three, alternate back and forth between SW and IF reps until all five reps are equal.

This is definitely the way to go if you're already a champion with each faction, but if you aren't remember you'll be gaining some rep from doing all of the valiant quests before you can turn in writs to every faction.

Well, and I guess my question would be what exactly are you goals in doing Argent Tournament. I know MOST people have the goal of getting Champion status with each and every faction. If that is the goal, then it really doesn't matter how you choose your Aspirant, although it makes sense to do the lowest rep faction first.
And I see the problem with the writs. One would want to know how much rep they will get from doing the Aspirant questlines so they can minimize the number of writs they take, as opposed to the 10g alternative.
Okay, I actually looked up the quests. I'm actually surprised that it only takes 5 days of dailies to get Champion with a faction, I don't remember it being that fast. Anyway:
Valiant with Faction: 10 rep
4 Quests per day give 5 Seals and 1000 rep
Finish Valiant and become Champion: 250 rep
So that's a total of 5260 Rep for city and 1315 splash to the other factions. So that means if you complete all five of your championships you'll have 10520 rep given to each faction.
So then what you do is subtract 10520 from each of the faction reps you need. Going back to my warlock's example:
My warlock need this much rep to get to exalted:
17760-10520 = 7240 Exodar Rep
18325-10520 = 7805 Darnassus Rep
0-10520 = 0 Stormwind Rep
15899-10520 = 5379 Gnomer Rep
8727-10520 = 0 IF Rep
Now you are stuck back at the weighted average problem. 29 writs for Exodar, 31 Writs for Darnassus, and 22 Writs for Gnomer. You do see now that you get enough Ironforge rep that you'll never have to get a writ for it.
