So you would rather CC while leveling up instead of blowing the mob up? That doesn't seem to make sense to me. It's like leveling a rogue purely on stuns, or a druid who constantly root spams. Sure it'll keep you safe but it takes forever to kill things. Killing things will make leveling up much faster.
I haven't tried Survival before 60, but after 60 it just does so much damage. Unfortunately it does too much damage and I often pull aggro even off my bear pet. It's definately a spec I would use in groups though with a good tank.
Tenacity pets are best for aggro generally because of thunderstomp. Unfortunately tenacity pets don't get access to it till level 44. So until then, you're basically stuck with pets with log aggro. Combined with the fact that I had BoA items, and my pet had no chance of holding aggro. I did settle down with a gorilla pet though, and he seemed to hold aggro best out of all the tenacity ones before 44.
After 44, Bears and Crocs are amazing tanks, even for aoe. I found the Surv tree to be full of useless talents before you get explosive shot. Maybe it was just me.

Resto Druids and Fire mages use the Stun & Gun method you describe. So does most Sub Rogues. But yeah great pet advice, but since survival has that much agro problems isn't it best to have a pet who can CC like spiders or hyenas.
My point is why level a druid as resto? Go feral if you want to level up quickly. I've leveled a mage and did so as fire. Not sure what you mean by stun and gun, frost nova works just fine for leveling. And all my rogues leveled as combat.
Maybe you're after something else entirely. Do you want to play a class with tons of CC? Generally the mantra for leveling guides is to get you to level as fast as possible. This generally doesn't involve CC much at all, the best CC essentially is a dead mob. So that's why there are survival specs that concentrate on increasing your dps output, but not many solely based on CC's. That seems to be more what you are looking for.
If that is correct, you'll prob have to make your own spec. Pick up tons of trap talents, or talents that boost your CC's. You'll prob want scatter shot, trap mastery, survival tactics, and wyvern sting to add to your arsenal of traps.
The reason tons of people say to level BM is that with a good aoe tenacity pet, that's the best form of CC hunters can get. It's so good you can safely aoe a pack of mobs.

Actually my main is a lvl 75 Resto Druid. My method is LB, root, SF, SF, root, SF, moonfire spam or something. It's a boring and slow rotation, but knowing I'm
ungankable
is more than rewarding.
Correct, I want max CC. What I mean by stun & gun is the same way FrN works for your Mage. I dps till he comes near (in a hunters case before he's near), CC, then burst some more, rinse, wash, repeat.
Ah I see now, you're on a pvp server. You should have asked for a PvP server leveling spec from the beginning.

in the stickies. Might be a tad outdated since it was for 3.1 but you might find some good info.

I like to stick to BM while leveling ;) gotta love sending my gorilla into a pack of 5-6 mobs and just spamming volley while I throw up a mend pet and boom 5-6 mobs done in seconds
