Just make sure they press the trade button first, problem solved...
If they put up the money, and then hit 'trade', their half of the window will go green, indicating they are ready to trade. If you hit trade at that point, they have no chance to remove the money without canceling the trade altogether.
And in a canceled trade, the enchant does not get applied.
You select the enchant, and click enchant, but the item will not actually be enchanted until after the trade has been completed. You can cancel at any time and not lose a thing.

The player that removes the fee, will still get the enchant on their item, but.
Wrong. If he removes the fee, both trade side get back to "standby" mode.
