its more than likely your internet connection, my gear isn't as nice as yours is and i normally pull 4.5k on the target dummies, biggest thing i can figure is your internet connection, personally im normally at >200ms.
you can try this addon
http://www.wowinterface.com/downloads/info13581-LeatrixLatencyFix.html
if you want, i use it on my laptop at school and it has seemed to help tremendously

I would agree that your latency is likely the biggest issue you have. I usually run around 400ms or so in a 25man, and I do have a little FPS issue, about 40 or so, as well. Both of these combine to lower DPS pretty signifigantly for Warlocks. Getting our maximum DPS requires that we make full use of our DoTs, and hit our CD's as close to the very instant they are avaliable. Anything, i.e, lag or FPS issues that make this more difficult will lower our DPS.
One suggestion I can give is an addon called Quartz that will replace your cast bar with one that calculates your latency and will allow you to somewhat be able to "precast" the spell to accout for lag.

When it comes to FPS, the higher the better. Once you have over 30 you are in the green. You're saying you have 40 like it's a bad thing!
Are you talking about the in-game fps monitor?
In normal areas, like anywhere but Dal, I will run smoothly, and my fps shows 58-60. But in 25 mans, and sometimes even in 10s when a ton of AoE goes off, i will start to see "choppy" graphics, and my fps will bounce between 30-40.
I had always assumed that 60 fps was "perfect" considering that is the refresh rate, any more was just overkill.
