RP realms are role-playing realms. It means you kinda get sucked into your character. You speak like you are your character, and you don't really talk about anything that hasn't got anything to do with the game. It's like the game world is the real world, which means there are also rules you have to follow. You can read all about them on the official WoW site. In theory.
In practice, though, actual immersion and roleplaying is very rare on many RP realms - most people tend to treat them just like normal realms.
It's sad, really, but true.

Every now and then you'll run into a person or group of people who are throwing /s in character, or someone walking around Stormwind (emphasis on walking) in Imperial Plate, but it's pretty rare. I'm not too sure, but I'd reckon normal RP servers would have more RP than RPPvP servers.
On my home realm, there are a few roleplaying guilds. They're probably your best bet if you want to RP more often than not.
Then again, you're more likely to run into someone willing to RP if you run around and initiate it. From what I see most people are quite timid about it unless they're with friends.

I dunno, Twisting Nether (my realm) is actually pretty active, RP-wise. You just have to actually go looking for it / start it yourself. Once RP is going on though, tons of people will typically jump in on it.

^ This. RP rarely leaps out at you if you're just standing around a particular spot in a city, but it's typically not hard to find, or even to drum something up yourself.
Just don't dive into an RP server expecting
full
immersion. One minute of Trade Chat should kill that dream forever. Blizz does not proactively enforce the RP server policies, so you still have a fair share of idiots. Still, I like to think there are fewer on an RP server than you'd find on a Normal or (ye gods) a PvP server.
