Retribution Healing: Viable or No?

You wouldn't get enough AoW procs to keep the tank alive in a progression raid. Might be viable in a farm run where the tank vastly overgears the instance.
The alternative being not doing DPS and healing, in which case you give up a ton of utility in Bacon and Shock as well as gearing.
There's not real theorycrafting needed for this scenario.

It's not all that uncommon to have a non-healing spec'ed class heal during raids. In raids such as 3D sarth, (Back when it was a lot harder), It was easy to have an enhancement shaman use their Malestrom weapon procs to heal the tank as the one and only healer can't keep the tank up for very long with the massive amounts of damage coming in. There were quite a few progression boss fights in my guild where a clutch LoH was done by a ret pally.
Overall, it is better just to have the dps dps, and the healers heal. Hybrids like you suggest are not that effective. They can, however, be useful in certain circumstances.

With DPS gear or holy gear and a 2h?
With DPS gear you risk running out of mana and wiping the group, I assume this would be pretty impossible in the ICC heroics.

A ret paladin can heal in an Oh sh*t moment in a heroic run, when the healer dies or D/C's mid pull. If your tank isn't overgeared for the instance you're in, it'll be an uphill battle for you. Even in my ret gear, I've healed the group through Pit of Saron in Ret spec and gear (Not all in the same instance, but over several where the healer was otherwise indisposed). It can be done, just have to have a well-timed divine plea (Since it cuts your healing done, do it during a part where the tank is taking little damage. Ick and Krick's pursuit phase comes to mind) and a mana pot are usually enough.
Art of War doesn't proc enough nor does flash of light heal enough to counter the damage the tank is taking from a boss. It's probably enough for trash, unless you come up against some hard-hitting groups.
A ret pally should only heal if there is no other alternative. Truth be told, a ret pally's DPS is more in demand that his/her healing ability.

I used to heal The Headless Horseman in Retribution with ease but I dont think regular healing would be quite as easy.
