Dwarf hunter if you like guns and want to find treasure. If you take engineering as your profession then you'll be using a lot of guns and dwarves have that nice buff to mining. The vanilla WOW area has a lot of treasure laying around. Useful at finding potions and other items.
Female draenai hunter if you want the looks. Hit benefit is nice. You will miss less. The HOT is like a Mend Pet for yourself. Beast Mastery talents can make it even more powerful.
Dwarf make things go boom. Draenai less downtime between fights. Up to you...

Shadow meld seems to be pretty inferior to both stone skin and Draneis HoT, so I wont even consider Night Elves .
Well Shadowmeld can interrupt casting... And I personally learned to play against meele and other hunters much sooner than casters. So on my way to learn to counter casters Shadowmeld really comes in handy as most of ur kiting abilities will do no good against casters, just wasted GCDs... I even have a ravager as pvp pet, for the stun, cuz its good for kiting and interrupting as well. So all in all, shadowmeld is nice cuz the lack of dranei healing and the poison removal can be done by ur arena mates while interrupting will still be up to u many times.

I dont PvP too much but I do play a Draenei, and I can give you a bit of insight on the racials.
DRAENEI RACIALS:
At 80, my GotN in PvE gear heals for about 10k, about half my buffed health, and more than half of my unbuffed health. I imagine this would be lower in PvP gear, since the healing scales with RAP (and RAP is lower in PvP gear). At level 70, I remember it healing for about 5k, which was more than half of my 9k health pool. Gift is AWESOME in certain types of PvP. Arenas, which are usually short, it can be a lifesaver. It is also usefull in bgs like Arathi Basin, where you move from small squirmish to small squirmish, with time in between. In bgs like WG, where you are taking sustained damage all the time, it doesnt really matter because of its long CD. It can save you through any one fight, but then it is essentially worthless for quite some time.
You say that you are stuck at level 70. I have a question--do you have the new and improved Gift? Cause I am not sure how things are in China. But over here, gift origionally had a cast time--which made it useless in PvP, and also in PvE after you were done leveling. With the cast time, it can be inturupted, spell-stolen by mages, or suffers from a casting pushback. IF you still have this kind of gift--I would say forget it. I personally never used it in PvP till after it became an instant cast.
As for the hit bonus, it is really great in PvP, because you need a 5% hit chance, and a lot of PvP gear doesnt have hit. It also benefits your whole group--but only when they are in range of you. This is better for arenas than for BGs.
Finally, shadow resistance is one of the MOST useful of the resistances, since there are a ton of Locks, and a few Spriests, in PvP. It might not be something you ever notice, but over time, 2% additional miss chance on those pesky dots and fears ads up.
DWARF RACIALS
Stoneform is pretty awesome for hunters, even after the nerf. My bf has a dwarf hunter twink, and i have a dwarf priest twink, and he still gets benefit from stoneform, whereas I really dont. The reason it is still good for hunters (and rouges) is they can use it to wipe the posion of a rouge from them--and then disengage away (or sprint for rogues). The real reason rogues poision you is to try and slow you down, and to keep you from kiting them. With a stoneform then disengage (or deterance) you can get away so they don't reapply, and then you can keep kiting.
1% crit with guns is also great--if you use guns. If the best weapon for you is a bow or xbow, this racial is a waste.
Finally, frost resistance, but really only against mages. Personally I find there are more locks in pvp, and locks are a far bigger PIA than mages, so shadow resist is better. I am not sure how it is at 70, but at 80, Frost is not the big damage spec, so while FR might help you a bit against the slowing spells, it wont help you as much when it comes to avoiding damage.
