Many people have said many things in response to the OP's post. I'll add my 2 cents.
For leveling, it won't matter much. Try to have a slower offhand than mainhand, but either way you'll do good enough damage to level with. As far as daggers go: Personally, I go with 2 slow weapons (both 2.6). However, I can't see a reason in the world that you couldn't use 2 fast daggers as long as they're either the same speed, or your mainhand is faster than your offhand. If they're the same speed, then the chances of your offhand eating a proc is EXACTLY THE SAME as it would be if you were using 2 slow weapons. The reason that I'd say to get a slower offhand is because if it does manage to eat a proc (though the chances are a teeny bit lower), the damage that it will do will be higher (obviously). All of this is keeping in mind that there is a 3 second cooldown on windfury procs, so the more your mainhand attacks as opposed to your offhand, the better the chances of your mainhand getting a proc and netting higher damage than your offhand procs. The reason to keep them both slow is so that they'll both do higher damage with procs.

Flurry alone will keep you well inside the windfury window. The reason to keep the OFFHAND slower is to avoid it's windfury proc if at all possible. The more often the mainhand procs it the better, I say. This has been discussed at eliteistjerks.com, and the conclusion was drawn that at about 1.4-1.5 hasted speed, you lose DPS. Slower than that, and essentially you won't negatively affect your DPS barring offhand procs. Essentially, I could possibly see using a bit quicker mainhand weapon... but never an offhand. Or, if you must have a faster offhand (or are stuck with one), apply flametongue to it. In the end, that's what most, if not all, raiding enhancement shamans will do anyway if the patch notes make it to live.
