We just do, we cause high amounts of threat with our abilitys. Blizzard have no reason to add an unneeded ability/presence etc. to give us even higher threat.

Bear form provides a threat modifier of 2.0735 to all of our attacks. Same as a DK's frost presence and a Warrior's defensive stance.

short answer, we hit things
longer answer, defensive stance, frost presence, and bear form have a 207.35% threat modifier, bear form is our stance
righteous fury has a 257.4% holy damage threat modifier because pallies wouldn't be pallies if they were the same as everyone else
just worth noting cat form has an innate 29% threat reduction, the feral tree is crammed enough without adding a +threat bear or -threat cat talent that either the other would have to avoid or would only work in form making it pointless when you could slap it on the form itself
Swipe does 150% damage as base threat then modified by the bear form threat mod so
Swipe threat = (damage * 1.5) * 2.0735
lacerate, bear FFF, and maul have +threat modifiers as well
just something aggrivatingly amusing, if a pally does 3k damage that'd be 7722 threat, a non pally would have to have a +1501.5 modifier on an ability to deal equal threat and the gap increases as the damage generated does, currently the highest +threat is 770 from shield slam.
point being the +threat mechanic is becoming outdated but that's for another thread
