Like quest said it has a PPM of ~15.
It can proc up to 3 times for holy/ret paladins and 4 times for prot paladins.

of a double proc. Couldn't be arsed to stand around to get any more simoultaneous procs since judging has a real low proc chance. You can see the two procs on SCT just above the middle of the screen to the right. Also in the combat log in the bottom left corner.

Spells/abilities dont use their casttime or your weapon speed to calculate proc chances.
They use a preset number different from spell to spell.
Can't remember how it works right now and dont have enough time to do the research atm. It's somewhere in the think tank over at EJ though.
