This is an interesting thread.
I say Brunnhildar Village in Storm Peaks. You can complete all the hyldnir quests in one sitting before moving on to Dun Niffelem, and all that's left keeping you there are two daily quests.
Bouldercrag Refuge is another remote inn that would only get used by people deep into Storm Peaks quests.

I don't think anyone has ever set their hearth there, not sure if it is even possible to.

Whats not to like about silithus?
you can get amushed by 3 mobs at once-by yourself
you can participate in riveting PvP resource gathering-by yourself
you can experience the lush, changing and highly diverse environment-by yourself
you can unknowingly wander into a raid zone and die a horrible death-by yourself
sometimes its good to go to a nice quiet- whats that buzzing noise? can they lighten up on the violin? where did those spiders come from? demons? How did I get here? F- it, I'm going to plaguelands.

Back when Ulduar was still the top dog, I had my hearth set there; I was still limited to the "ghetto flyer" (60% at the time) and it made jumping over to join the raid a breeze.
(Although it did not keep them from jesting when they flew to the camp, repaired and flew back to the portal in the time I touched the ground. Cursed hard modes.)

I can't think of any reason someone would set their hearthstone in most of the locations in blade's edge. Horde and alliance both have 2 each and then there's a neutral one. I think there might be one in orgri'la too, that'd be the only one I can think someone might use. People don't even level in there anymore.
The Stormspire in Netherstorm has an Inn that I can't imagine anyone using.

Everlook In Winterspring, Light's Hope Chapel in EPL and Cenarion Hold in Silithus are the most useless at this point in the game.
No one actually quests in those zones anymore. I hope blizz revamps them in future expansions.
After my first character made its way to Outland, the second one I decided to level to 60 in vanilla content before moving to Outland. Reason: Hellfire Peninsula is awesome the first time you enter, whereafter it gets really tedious and boring and you just want to get out of there.

Personaly, I think the least used HS location is Moonglade.Those who need it have the teleport, and for the rest of us theres just nothing to do.

This thread reminded me of the time when having your hearthstone set to Kargath was a guild requirement.
My Mage has her stone set to Kargath. I set it to anywhere she is questing, since she can port to any of the cities in Azeroth, including Stonard. I rarely see anyone in Kargath. The inn is a bit rustic, not having any beds but she's Undead so the table suits her fine.
Next place to go is Raventusk, so I guess she'll be a rare entity there too.

I had mine set in Aerie Peak in the hinterlands for about three months before i remembered you can change it...
Then i got mine set to the Underbelly at about level 40, two days after Lich King came out. The city was quiet then on my server, cause nobody ever came, they were all stuck in low level zones, cept for those crazy people who got to 80 four hours after the xpac came out, (not joking)
