Not without spending an absolute #$%^ ton of cash to Hasbro for the rights.
They may have the money, or convinced hasbro that it's a good investment.
Depending on how the game functions, it just might be.
Personally: I think Titan is a seceret BFR (Big Freakin' Robot) that Blizzard is building with their partners at Capcom in order to not only survive the 2012 apocolypse but take over and/or rule the world following the global devistation brought on by the other giant robots they are building.

......You do realize that Hasbro makes a massive amount more money then Activison-Blizzard does right? That the profits of WoW since it's start is barely a drop in the bucket? Whenever a new Transformers video game is created, it's done solely by companies that Hasbro picks and chooses, and they are rarely if ever big name ones.
That is indeed an interesting idea. But I find it improbable if you want to stick with the idea that the goblins got intelligent on an island while being slaves, which is the Blizzard confirmed version. If the goblins and Mt Kajaro were land based when they helped Neltharion then they would not have been intelligent, which of course isn't necessary but then I can't think of a reason for him to need them to help him as he could have gathered the minerals, melted them and forged the trinket himself.
And for all we know, the Goblins aren't sure themselves; the Kaja'mite made it so they began thinking up machines and technology. During the War of the Ancients, the goblins we see are just working a foundry for Deathwing and crafting the adamantite plates, not actually working on the Demon Soul, as that was Deathwing's special project that he didn't let anyone else work. So yes, it is possible that at the time of the War, the goblins were 'smart' but weren't the geniuses they became later after discovering Kaja'mite.

nah, because they said that "Titan" would be a new IP (Intellectual Property)
that means its not a game based on already existing franchises, from blizz or otherwise. Its a brand new universe created exclusively by blizzard.
