Hmm, Zangarmarsh used to do that to me in the past too, and it seemed to fluctuate back and forth. A couple things you might check out is if your video card is set to override various settings in the control panel for the card. One setting I found that WoW really didn't like was the one that attempts to anti-alias the edges of textures with transparency (used for leaves in trees, etc.). It took a serious dump until I turned that off. There may be others that are trying to do something that the WoW graphics engine just doesn't support well. Generally it's best to not set those things to override unless you know what they are or are able to troubleshoot screwing with them.
If you're getting tearing, you might consider forcing Vertical Sync on, as that's what VSync is supposed to do -- synchronize your framerate with the refresh rate of your monitor. As was mentioned, anything above 50-60ish FPS is going to be mostly indiscernable from something lower, so if your monitor has a 60hz refresh rate, you'll still be fine -- your numbers just won't be as big.
