I really like the glyph of Rake, myself- saves a ton of trouble leveling when you get mobs that run.

Claw is great until you get Mangle, then you ofc drop the Claw glyph.
Rake helps a lot but I personally prefer Maul. There often are groups of 2-4 enemies when leveling and with glyphed Maul you will do more damage in bear form then you'd otherwise be able to do in cat form and you have the additional survivability. I spent quite a lot of time in bear form while leveling.
I'd start with either Maul or Claw (Claw glyph wasn't available when I leveled my Druid but it looks really awesome) and get the other one at lvl 30 then. As soon as you get Mangle I'd drop Claw and replace it with Rake.
Rotation:
Cat for single pulls, Rake and Claw with Ferocious Bite as finisher. Replace Claw with Mangle as soon as you get it. Just ignore stealth and all that stuff. It's fine to stealth through to some quest mob but opening from stealth just takes too much time, you will be faster just clawing stuff to death then sneaking around it.
Bear for multi pulls (2+ mobs which happens really often), Maul+Swipe macro spam.
Bear also to solo elites, Mangle + Lacerate (both also macroed to Maul).
Bear macro looks like this:
#showtooltip Swipe (Bear)()
/use Swipe (Bear)()
/use !Maul
And similar for Mangle / Lacerate.
