I wouldn't say +10% int, 5% crit and the buffed up earthliving is useless for healing, every skill you took there is usefull in some way to healing x)

I am levelling an elemental shammie, and he can heal no problem. The Intellect and SP gear that you pick up (a lot will be cloth items) will do the job both for levelling and healing instances. Don't go down the resto levelling route!
The problem comes when you want to level enhance
and
heal. You pretty much have to carry around 2 sets of gear, which makes things tricky.
My advice would be: if you really want to heal instances whilst levelling, go elemental. If you prefer enhancement, then do it but know that it will be more challenging to keep 2 gear sets in order to heal instances!
