I highly doubt that it is legal. That and there are a few flaws:
1) Person A gives gold, and Person B chooses to not give the game card info. Person A contacts GM, only to find out that what he tried to do is not allowed, so too bad.
2) Person B gives Game Card info first, see above for results.

Yea, I'd totally not recommend participating in such a transaction. Everything that pretty much everyone above me said.

THey need a online store that you buy a game card online and post it on the website you then sell that and the gold is given to you. If you play eve you know what its like.

No they don't Neoblackheart. They don't want people buying gold for real life value at all. And I think that's a good, solid policy.

It is a good idea because it obliterates the need/want for people to ebay gold or buy gold from china.
Eve Online had the exact same problem w/ ISK sellers selling the in-game currency. They solved said problem by selling GameTimeCodes. Your allowed to sell a purchased GTC in the game for ingame money. For those people who are good at making ISK but do not have credit cards, you can continue to play because Eve allows for the purchase of gametime.
Once that's in place, the chinese farmers can't really sell ISK competitively since almost everyone prefers the legal method.
The Eve system removes the farmers from the equation. GTC code purchases are purchased straight from CCP (the company that makes Eve), and the code has to be entered into a screen where it's validated before it can be sold/traded.
If it didn't work, people wouldn't use it. However, that's thankfully not the case.
WoW is an entirely different style of game from Eve.
