Which of those two options would provide the most singel-target threat and damage?
Consider both that you are expertise-capped without the glyph, and that your at the "glyph-cap" 16.

Assuming a fight where threat matters (i.e. the mobs don't die within a few seconds of your dps opening up with AoE), SoV will always do better threat, glyphed or unglyphed. It isn't even close.
