Flying or dual-spec at 70?

For people who are just getting to Outlands, flying is much more important. It's not even a contest. With flying you can quest much faster. You can also take up mining or herbalism and gather much faster, so you can get that dual spec too.
At 70 in Northrend, and on your first toon, you are stuck without cold weather flying until level 77. In that case I would do the opposite, and get the dual spec, then the flying at 77.

you can easily get 1k. go for dual spec as you ive yourself more options for getting into heroics, which gives a far amount of cash!

I vote flying. save your Dual spec for lvl 80. You can heal instances as whatever spec you are now and probably not have a huge issue until maybe the latest of the instances.
Really though, it comes down to what you want out of this game.
If you're interested in hitting that 80 mark fastest, go flyer.
If you're interested in getting money, go flyer.
if you really like to savor and enjoy the game at every level and do all of the instances, go dual spec.
Really though, it becomes kind of a 2 for 1 deal with a flyer. You'll find that you accumulate gold several times faster with a flying mount which means you'll recoup your costs on the flying mount very quickly.

Not true. Shadow can't heal Northrend instances period.

This and if it's your first char, go mount, get to 80 fast, then you can play this game with much less discrimination from other players.
Anyway, if you're shadow and want to play shadow - don't lie to yourself that you can switch to holy and be good. You'll be moderate at best.
I know i can heal. I saved my party many times when I saw tank loosing HP and paged bars to healing. But going holy and pretend i'm a good healer - sorry, guys, i'm not enjoy this side of game... you'll get very poor outcome off that.
If you want to play holy - play holy from start to end. Holy DPS twice enough for quests and you won't have a headache of choosing between dying and going out of shadows, loosing DPS by a significant amount and in the end - often dying anyway.

Shadow Priest can heal UK, Nexus, AN and OK. I was healed by boomkin in DTK so I would say it is possible as well. In all this cases, you need real tank (while with full healer spec you can tank them with, say, Arms spec war).
And then you go to VH and face
Zuramat
. Gundrak isn't easy even with full healing spec, and I'm yet to test rest or instances.

My vote depends on your social setting:
Guildies at lvl 80 raid content: Mount, they will be able to usually carry whatever weaknesses your lvling spec has for the instances you want to run
guildies/friends at 70 with you: Dual spec, being able to adjust day to day what your specific group looks like for instancing has amazing benefits.
Solo, little to no support : Mount, Pugs are death before 80, so questing is your game
now as for what to do if this decision comes up again at lvl 77 cold weather or dual, I will in ALL situations say dual, that is what I did and the only time I got burned was when I dinged 80 and it was annoying that my guild had summon me into nax every time I died in there.

My advice is that u first buy
Tome of Cold Weather Flight
cos u will come to the places faster which means u will lvl up faster. And u will get another 1 k gold in notime ( for example on my shadow priest I bought
Reins of the Armored Brown Bear
at lvl 73 rised my tailoring to 440 and bought dual spec untill lvl 77.
BTW questing rocks ( 1500 g in one day) :)
