The fact is that since dodge and parry suffer from so much diminishing returns it just doesnt make sense to really gem for them at all. Stam gems are in general going to be your best bet for staying alive. Once your in
ulu gear you'll be sitting at around 80% avoidance anyways.
keep above 540 def and gem/chant stam. Armor isn't a bad stat either but remember any magical damage will ignore every stat a tank has but stam. Thus stam tends to reign supreme overall.
Block is not avoidance.

Wrong. Gemming for avoidance is not worth it for two reasons: It is relatively expensive to gem for compared to stamina, and effective health is more reliable for progression tanking. Avoidance does NOT get left behind because of diminishing returns; if anything, gemming for avoidance would be
better
in tier 9 gear than tier 7 gear.
Remember sunwell radiance? That happened because avoidance percentages have
increasing returns
that eventually go to infinity (you become invulnerable). The diminishing returns merely try to balance out those increasing returns to overall roughly static returns.

avoidance is great, it's wonderful, and you can never have too much. it even gets better the more you have.
unfortunately, diminishing returns is a concept not very well understood, and you get advice like, "OMG, diminishing returns are here - ignore avoidance cuz it sux now".
however, it's not predictable. if you are tanking very difficult, progression content, stamina and armor are still the best way to go. you will not want to put any pure avoidance gems in your progression tank set, but it's not because avoidance is bad - EH is just better for those encounters.
if you have any doubts, heroic gormok will remind you.
for anything less than progression, i tend to go for a mix of EH & avoidance. for example, i use the
furnace stone
instead of the
black heart
in my "normal" tank set. (
king llane
is my other trinket).
for heroics, just get a block set and you'll be fine.

The only pure-stat gem you should use is Solid Sky Sapphire (Majestic Zircon). Instead of straight Expertise you should use Expertise/Stamina, Dodge/Stamina, Defense/Stamina.
Also, the Stamina + 2% Armor meta gem is better than the Defense and Block Value meta.
