ok, you asked for constructive criticism, here it is:
- first, it looks cluttered. your resolution is kinda low, so the screen looks even smaller and full of things. the disposition of the addons is good anyway, having little space and using it correctly. also i dont like the panel below. i'm for a cleaner UI, but it's a question of tastes.
-second, questhelper sucks bad. bad the quest log, bad the amount of memory it uses. also, using questguru together. Carbonite can do the same things better and with much less memory used.
-third, why minimapbuttonframe if you have fubar? they nearly teh same thing. also if you lock mbf, hide the border and title box, it looks noobish like that (it seems you don't have ever opened the mbf options)
-fourth, and most important imho, the frames. good the raid ones, and good place. player and target sucks. the question is simple. why use HUD and pitbull together? the do exactly the same thing. both of them look cool but using both of them looks bad. stick to one and delete the other (i recommend pitbull, since the screen is filled with other things, and do not show portraits)
-last, whats that green bar overlapped with player/target farmes? also, get a better addon for the runes or make them smaller.

I wouldn't define clean as useless art like the blobs around your unit frames either. Also, check your WoW resolution and make sure it matches your screen res, your screen shot is a bit small to be 1024*780.

If you're just leveling, questhelper is fine. I doubt many computers are so bad that you'll lag out of the game just because you're using quest helper. I personally prefer it over Carbonite, I like the way it is laid out, I like the Tomtom arrow and I like that it doesn't add some random map to my screen.

Just drop it all together. Grab SexyMap or SimpleMiniMap and use a simple square skin. Sexymap allows you to display the minimap buttons on mouseover if you really really want them there. Having them show like they do is kinda horrible.

You have a point somewhat. using ArcHud with Pitbull is ridiculous. You don't need the same info displayed twice. However, I would only drop Pitbull over ArcHud if you're sure you'll be able to understand it without Pitbull.
Imo, the frames don't suck as Coldkill would like to put it. They could definitely use some touching up though. Remove the player name, level, class and race off YOUR unit frame at least. You know who you are, you don't need a reminder (I hope).
If you're going to show portraits, make them smaller. I like them, so I won't tell you to get rid of them. They can sometimes look nice.

I'm also troubled by the green bar. Anything overlapping anything is bad. Scale the runes down as well, if you like the style of those runes then keep them but they are too big.
Get rid of Fubar Imo. Grab SLDataText and make your own status bar with KgPanels.
Bind your stances to 3 keys and hide them. You don't need to see them. I have mine binded to the 1, 2 and 3 keys on my numpad.
Skin your buffs. Grab buttonfacade and give them a border. Same with your action bars.
Plenty of other tips but I'm tired of typing.

I agree more with Coldkil on this one, Sunnart frames are solid blocks of used real estate, sure viewpoint shrinks the resolution of your gameplay area but why on earth would you want to do that anyway? Coldkils blobs are behind the unitframes, actionbars and other things that are already taking space anyway, Sunnart is a whole chunk off the bottom.
First, if you're going to quote different sections of a person's post, don't quote their quotes. Second, his blobs extend out further than his Unitframes and whatnot, taking up more space than just the frames.
or you could just grab minimapbuttonbag :o as for SexyMap, ew. SimpleMiniMap, that works.

Care to explain why Sexymap is "ew" as you care to put it? If you're going to use the big, horrible blue skin then yes. If you're going to use a simple square, like I recommended, then it's better than SimpleMiniMap. More options.
the green bar, (which I am assuming is the cast bar, needs to be fixated in a better place, if you decide to remove the HUD, i would recommend putting it in a spot of real estate already taken like, over the player 3D screen (it wouldn't cover the picture at all times so it would look neat,

No. The bar shouldn't overlap the frames at all. The only thing that should ever really be overlapped is artwork.
your actionbar's should get a buttonfacade touch up, i never liked the default or zoomed styles. they just seem loud and obnoxious. replace the sunnart with a custom design with kgpanels. Real estate is a wonderful thing. dont let it nom away your resolution! shrink the DK runes if you can, but leaving it in the center/near the center is fine (i have seen some people stack the runes slightly behind the player unitframe, which i think is very stylish. just dont overdo it or you wont be able to see the CD cycle on your runes)
Once you're comfortable with it, you don't even need your runes most of the time. My friend tops dps meters without even having his runes shown.

I see you use VuhDo wich instantly makes this awesome, however I do have some cosmetic suggestions.
As stated above get rid of ell the minimap buttons, either get them on fubar or if you haven't got enough space (especially for your resolution use mbf to place them intelligently).
I find the border a perfect sitting place for them ;)
If you use viewport and place your minimap below; a non round minimap fits nicely down there.
Another point on viewport, if you have space to place all your bars and stuff why not fubar too? (just make sure to set it transparent and overlay viewport)
If you can't make much sense of my suggestions (hey I can't blame you) take a look at this:
