It used to be quite overpowered (6 second cooldown I think?) but after the cooldown nerf and the glyph nerf, I think it is relatively balanced. My only issue with penance is that the spell is almost impossible to interrupt fully, a priest will usually get half of one off healing them for a ton of health.
That being said, if you deny a priest it's penance ability every time it comes off cooldown (the heal rotation they use is incredibly easy to predict)... its got serious problems ahead.

(to boot, yes, before the nerf penance had 6,4s cast. 10base, 8 glyph, -20% talent.)
And seriously, Penance fully cast DOES heal a lot, but you shouldn't allow it most of the times. First of all, it's 2s of a channeled cast. Meaning you fire a bolt at 0, 1 and 2s. If you suffer even a single hit of pushback, even with healing focus, you lose the final tick, making the spell 2/3s as efficient. We can only fully cast it under power word: shield - in which case you should interrupt or hit the shield somehow.

The only problem i have is when i play with my ele shamy and i try to burst them, if triying to interrupt being a melee is diffcul, being a caster is even worse, even if i have mi Wind Shear binded to my mouse.
What i still do not fully understand is how a lock can crit for a 10 k conflag in a 800 resilliance target :S.
