We'll to put it really easy if you get people that know what to do its not a matter of gear because TOC10 is a walk in the park same for 25, its completely pugable with a minimal amount of wipes (if ofc your not in a total retard group).
So ye your ready to tank it, but the tacts are more important then your stats (if you've got your def cap)

You only have 45% avoidance? thats really low. You should be near or above 60% when you enter 10-ToC. Are you counting your chance to be missed, talents, as well as raid buffs and sigil procs? The T8 and T9 sigil procs are up 100% of the time as long as your being attacked.
I find it odd you list your expertise and not your hit rating when hit rating is going to impact your performance more. Expertise does nothing for spells like IT, HB, DC and DnD.
defense rating is worth about the same as dodge rating even after 540 for the avoidance gains. I wouldnt stack it though, just as i dont recommend people stack dodge rating. I try to take a balanced aprouch. Dodge/Stam gems for red sockets, Def/Stam gems for yellow sockets and Stam for blue sockets. Gets you all the socket bonus's and the highest amount of total stats.

540 def is 5.6% reduced chance to be hit/crit. 1 point of defense SKILL above the base 400 gives .04% chance to be missed. 140*.04=5.6. If you have more than 540 you can multiply out to find out how much more you have.
If your frost you get 3% from Frigid Dreadplate.
The T9 Sigil gives about 3% dodge after DR. It has an 80% proc rate every time rune strike goes off with a duration of 20 seconds and no internal cooldown. So yea, long as your being attacked, this buff will be up. Your actual amount of dodge from the sigil will varry slightly, but with around 25% base dodge it will be around 3%.
Raid buffs give about 3% avoidance in total. Most of which comes from your Horn of Winter.
(5.6+3+3+3) = 14.6% + Dodge + Parry = Total Avoidance
If your dodge+parry is 45% then your looking at just under 60% total avoidance.

raid bosses have an inate miss chance of 5%
raid buffs give way more then 3%, boomkin alone gives 3%.
also you lose -.2% dodge, parry, miss for every lvl your opponent is above you. so -1.8% avoidance for a raid boss.
so his avoidance would be more like 45%(parry&dodge) +3% (sigil) +10.6%(miss) + 6% (raid) -1.8%(boss lvl 83)
which brings him at 62.8% not under but above 60%
