Ok, first.
2v2, it's always been and will always be a rogue, at least for Frost. Arcane specs seem to work well with Priests (mainly Disc)
5v5, there are so many comps availible it is hard to tell.
Your spec is not bad, but not picking Torment the Weak is plain stupid, since your target will always be chilled. Also, Student of the Mind is useless for PvP, and Spell Impact only increases Ice lance damage. Arcane concentration helps with mana management. As for Arcane Fortitude, that talent should be called Arcane Failitude. 1k more armor won't do much for you. Magic Attunement, in the other hand, will increase the range of Polymorph and Counterspell, two key abilities in arena.
Enduring Winter is not really important in arena if you compare it to Frost Warding (extra mana returns) and Improved Cone of Cold is really a situational spell. Cone of Cold is not a nuking spell, but a kiting one.
As for glyphs...
Glyph of Polymorph allows for more flexibility if your rogue/priest is Rupture/SW:P happy.
Glyph of Frost Nova is almost useless since most of the time you're either gona Deep Freeze (No damage limit on that one) or Shatter-Combo (wich will break the nova anyway).

Rogue allows you to setup shatter combos thanks to their stuns, and allows you to easily burn one enemy (With a bit of luck and setup)

Well, DKs use Icy Touch, Enha shamans like to Frost Shock, warlocks love their Chaos Bolt, and other mages obviously use fire and frost spells.
