Engineering - Gadgetzan Transporter QQ

I am wondering if anyone can help me. I am a gnomish engineer, skilled to level 280, friendly with Gadgetzan, and the little Trekkie gnome by the transporter in Gadgetzan will not train me for the
Ultrasafe Transporter - Gadgetzan
. I have read all the comments, and someone suggested that I need to renew my
Gnomish Membership Card
, but when I went to Booty Bay to do so (I don't even remember getting one to begin with), Oglethorp didn't have a quest for it.
Is there another seemingly unrelated quest I need to complete before he will train it? Or is there something I am missing?

wow.... it turns out that I am doing little to combat the stereotypes against blondes...
