Mace spec has always been viable, it's just that most maces that dropped in naxx and uld were abysmally itemized.

Up to 15% means it will reduce 15% unless there are certain circumstanes.
Example 1: Your passive ArP rating from gear is 2000. It's nearly double the 100% cap. And therefore Mace Spec talent will provide 0 ArP for you
Example 2: Your passive ArP rating from gear provides 85% ArP, and there are NO armor debuffs on target. Mace Spec will provide 15%.
Example 3: Your passive ArP rating from gear is 0, and there is a debuff on boss that reduces Armor by 5000. Base boss armor is 10000 . When you deal a hit, the armor of the boss is calculated in the following way. The flat reduction is calculated first (i.e. the number of armor reduced). Then the percentage of armor reduced is calculated (i.e. the percentage reduction).
So, Mace spec doesn't reduce 15% from the 10000 armor, reducing 1500 armor. It reduces 15% from the 5000 armor left after the initial debuff, so it ends up reducing only 750 armor for you.
