Cry for aid -- unable to break 1400 dps as elemental spec

I have a friend who's got an 80 elemental shaman. His profile is here:

He's got a stock spec, and uses
Totem of Wrath
(fire),
Mana Spring
(water), and
Wrath of Air
(air) totems during combat.
He's using LB -> Fire Shock -> Lava burst as an opener, then LB until LB is ready, -> Fire Shock (if needed) -> LB, which is, from what we've read, a pretty standard rotation as well.
For some reason, though, he can't break 1400 - 1600 DPS on bosses. I realise he's not hit capped, but when I tested it (with similar results) on the IF dummy, I didn't get any misses and still had the same DPS.
We tried installing Quartz with a lag meter, but that only helped a little.
Any help/feedback would be greatly appreciated!

Hmmm... If you're testing against the raid boss dummy and have 7% hit, how do you have no misses?
What content is he getting 1.4k dps in? 5-man heroics? Naxx?
A Chaotic Skyflare Diamond will be a big help for DPS, and don't forget to enchant the belt, legs, shoulders, and helm.

I still don't get why everyone insists on using the hit rating numbers to describe the hitcap, it's alot easier to say the percentage needed from gear, and thus the amount you'll see by hovering over hit on you "Spell"-tab in the character-sheet - which in your case is 10% (you get 1% from being Draenei, 3% from talents and 3% from raid debuffs).
Addons like "RatingBuster" can make it a lot easier to fine-tune the amount of hit so you can free up some and get your hit to 10,0x% instead of 10,8x%" or something.
Besides that... yeah, basically it's just getting better gear, which should be really easy by doing heroics and normal ToC.

He has a few leather/cloth pieces with spirit and some other pieces with mp5. Both of those stats are very poor choices for elemental as they add no dps. Replacing the helm, wrists, gloves, and one of his rings to get rid of spirit will help. A new totem and a better shield and belt will also help.
Besides that, getting more hit should be his first priority. Enchanting and gemming all of his gear will also boost his dps.
A Titanium Spellshock Ring, a Deathchill Cloak, and Benefactor's Gauntlets are all good BoE upgrades if he can afford them.
It wouldn't make a big difference, but neither of his professions help his dps at all. Choosing different proffesions would slightly increase dps, although that would be a very large cost for a small dps increase.

Replace the glyph of flametongue weapon with glyph of totem of wrath and replace the totem relic with at least Totem of Hex.
And as with every caster class......HIT HIT HIT.
Get rid of that silly healer off hand too.
