It's probably a Glancing Blow. That's a mechanic that every melee class faces without sufficient hit rating.
Edit: Just looked at the picture, turns out this is PvP. It could be a cooldown your opponents are using? I have to admit, the only time I ever PvP (which is rare) I heal, so I really have no idea how Glancing Blows are relevant to PvP.

Resilience doesn't do *that* much. There's no way on earth that you can stack enough resilience to reduce all damage by 75%. Prot Warriors/Paladins with a resilience PvP set would be invulnerable.
I can't see the screen shot from here, but, I'd like to ask the following questions:
1) What buffs did they have?
2) What debuffs did you have?
3) Did they block? (though that should show in the combat log)
Armour, Ardent Defender, Blessing of Sanctuary, and the rest of the damage-reduc talents would result in Crusader Strike doing significantly less damage.

Next time, check your "Everything" combat log -- not just "Self" -- so you can see
for sure
what effects your enemy has on them while fighting.
You'll be able to see what happens between your low-damage moments and your high-damage moments, and perhaps narrow down the culprit.

It was just strange how you were matter-of-factly about it. So random! I actually went to see if they recently change something with it.
