one thing i like to do while pvping as frost, is use my deep freeze as a 2nd charge for FoF. Deep freeze doesn't break on damage and will continue to let them be shattered until time runs out or they trinket out of it. One thing I haven't tried (but would be worth investigating) is using deep freeze as a "ghost 3rd charge" in the same way that you would with IL in pve. If you can manage to sling two frostbolts without getting nuked, it may be something to look at. That way you have (again, assuming all crits)
2 Frostbolt - 16k
Fireball - 6k
(possibly?) Ice lance - 4.5k
that's 26k damage..
assuming no crits
2 Frostbolt - 8k
Fireball - 4k
Ice Lance - 1.5k
that's 13.5k, which is still pretty good considering no crits IMO.
granted, that's ridiculously situational when it would work, but it is something to look in to.

I always save my last FoF for a DF whenever possible. Unlike a crit, DF has a 100% chance of happening.

Same results, everything scales down equally. FB>IL then a non-shatter FB is still better if you're talking two gcds
