Some people may not have the one box check under graphic options and may not be seeing where the icicles / safe areas are. I forget what it is now, environmental textures? Or something. Something else you could do would be to run a program like recount which will tell you how much damage people take from different sources. Make sure you don't have some people that just want to sit in one place and get healed through the damage. One of the few times I've pugged a dps for Hodir, at the end I looked and he had well over 100k done to him by Biting Cold (or whatever it is).
As far as frost gear for Frozen Blows, yes the whole raid may not need it. But if it is causing problems, there is nothing wrong with everybody wearing some until enough upgrades come so it is not needed.

First of all, no you don't all need to run out for frost gear. I've downed Hodir in 25 man without frost gear. There is not, to my knowledge, a single encounter currently in Wrath that
requires
anyone to wear any resistance gear at any time, especially with a paladin keeping the appropriate aura up throughout the fight. I do recommend though that your tank keeps his on for purposes of guild progression.
Secondly, even in the era where you almost never directly heal the tank, your percentage of total healing seems a bit high. This isn't a criticism of you if you aren't having mana problems though, I wouldn't worry about that. It does mean though, that it sounds like your priests might be part of the problem you're losing raid members. For healing strategy, I'd recommend you focus on healing anyone very close to death, while they just faceroll AoE's on anyone about halfway down in health, but really, I don't think your healers are your problem. As most people have said, it sounds like your raid doesn't have the fight mechanics down. Much like Thaddius, Hodir can seem deceptively like a tank and spank, but far and away the most important part of both of these bosses is that
everyone
, or almost everyone, has the mechanics down.

As others have said, if people can't keep out of the ice drops then you'll never down him.
As for healing. I'm always assigned to the MT healing only which leaves our other two healers to mop up the raid. I find it much easier to Beacon myself and focus my heals purely only on the MT. I never have to worry about my own health this way.
Get the haste if you can afford to, very useful!
Always stay close to the bonfires too if possible. It helps.
It might not be the best way to do things, but it works for us every week.

our guild has hodir hard mode on farm on both 10 / 25 man.
i have succesfully healed this fight as a holy paladin without anyone dying with the following healing :
10 man : disc priest / holy paladin
25 man : disc priest ( special spec and focusing on dispelling everything asap ) / holy paladin / resto shaman.
it might not be doable for others due to gear differences but my point is rather that most of the damage incomming is made due to human errors rather then unavoidable damage.
you should ALWAYS get achievements for : "not going over 2 stacks of frostbite" and "no one gets caught in flash freeze".
as you are a paladin there is a very good way to check wether people are taking to much unneeded damage. During frozen blows you pop your DS. The amount of damage that absorbs can be used as a meter. I don't know on 10 man but on 25 man i checked it several times on "WWS raid reports" and in the beginning it absorbed as much as 190k damage during a frozen blow. These days i get around 120k - 140k damage absorbed. Meaning people are ALOT better at avoiding undeeded damage. As a result less healing is needed, we can get more dps in, and the hardmode becomes alot easier.

The 2 mages and 2 boomkins stand next to the toasty fire for 2 reasons #1 it keeps biting cold off, and #2 their spells apply the singed debuff which increases magic crit damage taken to the boss. The hunter can stand next to the fire as well to keep biting cold off. The healers could probably do the same but don't all stand in one clump so icicles wont hit everyone.
I have a theory on whats happening. Usually what was happening was people were letting biting cold stack too high. People have to remember to keep moving. If you get a stack of biting cold, or if it stacks up to 2 or 3 or more, you can't just tap the spacebar and jump and have all your stacks fall off. You have to
KEEP MOVING
otherwise the stacks don't fall off. With the healers you have, and the dps you have, you should easily be able to kill this boss and move on with that group. With those healers, as long as people can avoid the icicles and biting cold, it should be easy to deal with frozen blows. So either people in the raid aren't doing a good job avoiding damage, OR, the other healers in the group suck.
Get recount and look at the damage taken after a wipe. You will see the sources of damage. A little bit of biting cold isn't bad but if you see someone with a TON of it, then theres your problem. In one of my raids back when ulduar first released, we had someone who kept getting biting cold stacks and all the healers were jumping through hoops trying to keep him alive and one by one the rest of the dps died due to frozen blows. This fight can cause a chain reaction if people don't know how to avoid damage. That guy didn't feel he was doing anything wrong and got frustrated and gquit and left the raid. Next attempt we 24 manned hodir with his spot empty and downed him easily with only 1 or 2 deaths.
Also look at death reports with recount. I once saw a ret pally die because he took a 10k biting cold stack. I asked him about it and he said he shouldn't have had biting cold because he was standing in the beam of light. He honestly thought the beam of light had the same affect as the toasty fire. SOMETHING is killing your raid and the answer is going to be somewhere in recount.

In our hodir encounters, the tank keeps moving. All the time. Thus melee dps has to keep moving, keeping them from getting high stacks of biting cold. It might not be the issue here, but it could help.
