I am level 71, I have the heirloom bow, I have the glyph for it, and it doesnt seem to do much more dmg then my auto shots. is this more of a level 80 thing?

Steady Shot is used as a filler shot for MM and SV specc'd hunters. It does a fair portion of our dps as well, being the most common shot that we fire.
If your levelling, it is still a good idea to use a priority based system, depending on your spec of course. It is a good way to start to prepare for end game content :D

well i was bm spec'd in mainly quest drops/greens, heirloom bp/shoulders, and heirloom bow. i was only averaging 500-650 dps on recount, i was doing the bm rotation, using pet cool downs...so i am going to try out SV spec now, see if it ups my dps.

Immediately after the patch my steady shot was suddenly doing less damage than my auto-shot, but it is still worth using because it gets twice as many shots and roughly twice the damage on mobs.

Doing huge amounts of
personal
damage isnt the point of a leveling BM spec, never getting hit and having little down time is. BM does just as much damage as MM and surv while leveling, it's just that most of it comes from your pet. You won't see big crits or hits, but the higher orange and yellow damage from your pet makes up for the lower amount of damage you put out. Maybe a skilled MM can do slightly better damage than a skilled BM, but that should be the only change.
just wanted to dispel common BM misconceptions ;)
Whilst leveling, this is some what true, however come end game, BM does not stand a chance.
