i just got told my itemization was &*!@ty, my sockets were bad, and my spec was obsolete by another druid tank.

I understand that loot is all about playing the RNG game then if something good does drop you've got to compete for it with upwards of 24 others so everyone having the BiS gear isn't likely. With that being said your gear is absolutely fine for bear tanking, I see your aiming for the proper stats while equipping what's available, your "friend" is just an @$$ who believes the internet is their podium from which everyone is obligated to put up with them.
Bear statsstamina=acts as a buffer against all but percentage based attacks giving healers more time to respond and calculates percentage based abilities like SI, FR, imp/talented rune tap, and lotp heals
agility=increases armor, dodge, and crit chance
crit=increases threat and procs SD
strength=gives AP
attack power=increases threat and damage absorbed by SD
dodge=completely avoids incoming melee damage, useless vs spells
hit=prevents your attacks from missing, 8% hit will ensure all your physical attacks will land
expertise=prevents you from being dodged and parried, 6.5% (26 exp) will ensure you won't be dodged, 14% (56 exp) will ensure you won't be parried, you want to be at or above the dodge cap but there's no urgency to gear toward the parry cap.
40% dodge is the universally accepted amount to aim for.

2/2 Nurturing Instinct for large bursts of threat and the leftovers into NI so you can actually heal yourself when you're soloing (110% damage, 126.5% damage during enrages)
Personally prefer the latter as I do an extensive amount of soloing and pvp when there's no raid going on and healing ~30k is a pain in the ass with a tiny mana pool and 0 bonus healing.
Improved Mangle isn't bad for bears it's just that there're other talents that're so much better and we just don't have the points for everything.
Furor is mostly just to advance down the resto tree and isn't as valuable as many other talents those last 2 points could go into so invest what's necessary then move on. As you'll really only shift into bear for the rage before a pull there's no urgency for a 100% proc, simply shift into bear again till you get the rage then pull.
Infected Wounds should be considered a must have, if your tanking it most likely means a paladin is not so they can't apply their debuff which means you'd better have one of your own. Can also be applied much faster and to many more enemies within that time frame. The exception would be if you're grouped with a death knight with Improved Icy Touch but I'd prefer not to respect every run depending on the group composition.

Effulgent Skyflare Diamond static 2% magical damage reduction which aside from health, resistances, protector of the pack, and barkskin is our only magical defense
TauntingGrowl sets your threat equal to that of the highest threat holder and gives you aggro, if left at that said highest threat holder will peal the mob off shortly, a good combo to generate a comfortable lead in threat even at a distance is growl followed immediately by faerie fire.
Challenging roar doesn't modify threat and after the duration the mobs will revert to the highest threat holder giving you till it wears off to generate enough threat to become said highest threat holder.
