You have several options:
1. Redownload and install the game on the new computer (you should have a link to the downloader in your account management). It will start with 3.0 and then patch itself up to 3.2
2. Connect the two computers to the same network and share the WoW folder so you can copy it to the new computer (the entire game is self contained, so you don't technically have to 'install' it to run it).
3. Burn the World of Warcraft folder in parts. Then copy all of the parts onto the new computer (like method two, but you're using disks instead of a network).
4. Use your game disks

From what I understand, you can install World of Warcraft to something such as a 16GB flash drive and have the ability to run World of Warcraft off of any computer, as per what a Game Master once told me in a discussion with him. I read externally that World of Warcraft generates the registry keys automatically for whichever computer you have the flash drive or external hard drive connected to, which is why you are able to "plug-and-play". Of course, I have never tried this, so I would research it a bit more before you would consider this method to be 100% sure that it will work.

Depends on the network. If you're on a 100mb/s wired router like I am at the moment it only takes about 21 minutes to transfer 16 gigs of data.

That's partially correct. A more precise answer would be that WoW does not need to be installed at all. All the installation process does is decompress the game data. That's it. Everything that's platform dependent (outside of the actual game client executable) is generated when the game is launched.

my router is also my adsl modem.
one PC is connected to the router via Ethernet at 100 mbps, the other (the secondary) is only connected at 10 mbps via USB. result? takes a LONG time to transfer :P

You can also remove your HD with WoW and connect it to the second HD as a slave drive, then copy over the files you want. I do that when I buy a new PC.

I occassionally triple box. WoW is stand alone, you CAN run it from a flash drive or anything else that can hold all the files. The key is to have different Game folders, ex: WoW, WoW2, WoW3, etc...
