The PotP damage reduction (and others, ref. Blessing of Sanctuary, Barkskin, etc...) are applied separately, so they don't stack additively.
So let's say you had 50% armor reduction from Armor, 1000 damage becomes 500 damage. 12% PotP reduces 500 to 440. (Note that your 50% armor reduction caused PotP to only mitigate 6% of the actual incoming damage. Also note that if you did this in the opposite order 1000 -> 880 -> 440 you get the same result).
If you were armor capped at 75% reduction, then 1000 becomes 250 and PotP reduces this only by an additional 30 damage, to 220.
Total reduction multiplier = (1 - ArmorReduction%) * (1 - 12% PotP) * (1 - 3% BoSanc) * (1 - 20% Barkskin) * ...
This number can never reach 0 (100% damage reduction) since its components are all non-zero. (With the three reductions shown above you get a multiplier of ~0.17 if armor capped, a damage reduction of 83%).

If you were armor capped at 75% reduction,
I thought that the Armor cap got bumped to 78% in 3.0 due to our huge amount of armor then and never got changed when our armor got nerfed to hell in favor of Savage Defense. I could be mistaken as I was far more concerned with being a boomer at the time.

I don't remember that happening. It's still 75% cap on physical damage reduction from armor, AFAIK.

Yeah I though it did but I cannot find it in a quick search. Seems I'm never right these days :( I think I've got a case of too much real life :(
On a side note armor cap for 75% and an 83 mob attacking you is 49,905.

increasing the armor cap would have no effect on armor pen, 100% armor pen will reduce 48000 armor to zero just like it'd reduce 500000000000 armor to 0, the cap is still 75% damage reduction from armor
