Why is raid gear better for PvP?

A warrior will never use 100% pve gear for 2 reasons.
1. The 4 piece bonus is too good.
2. A warrior
NEED
a certain amount of resillience to pvp properly. A rogue or a mage can beat someone, even a sligtly good person, without taking any damage. A warrior can't. A warrior can't beat anyone even the worst geared/skilled person without taking some damage. That's why to beat good players, we need resillience.
I personnaly do pvp with around 700 resillience. After that, I'll consider boosting my offensive stats.
Now, the reason you are beaten by a PvE warrior: ArP.
Armor Penetration is by far, the best offensive stat for a warrior. Even before strenght or crit. It's usually what most top arena warriors stacks after getting a fair amount of crit and the hit cap.
Also, Arp gets more and more powerful as the warrior is facing a high armorer class ( pal, dk, shaman, etc ).
A lot of high arena warriors will replace some of their pvp piece with pve piece because the PvE piece got some ArP.
P.S: Also, a PvE warrior probably have a MUCH superior weapon compared to you, wich is a huge advantage for him.

I somtimes take a gamble in arena and go full PvE gear, 32% passive ArP+nobles card+grim troll.
Now if we meet a double DPS team im dead. BUT if we meet a healer/DPS team no matter what clas he's dead within my first bladestorm simply because with the procs critting for 7k+ mortal strikes aint anything unusual against a treedruid. And even if I can't beat him fast, I can switch target to the DPS and put HUGE pressure on him, healer is going oom so fast it ain't fun.
Like i said its a gamble but its damn fun to face a resto shaman in PvE gear. Wait for procs...wait...wait, PROCS! /cast recklesnes ->mortal strike->bladestorm.

op is rit, resil has been proven being useless for pvp.
Fight a good mutilate rogue or frost mage and you'll see just how useless resilience is, especially after 3.2.

No, the 4 set bonus is completely negligible. The rest of the stuff I would agree with except for the pve weapon part.
I play a warrior that is 2200 rated this season, I use full pvp gear. However if I were given access to pve gear, I would gladly take a grim toll and replace my offset with more ArP gear. There are many high rated warriors that use either full pvp or half pve.
