Hit% for Level 1 Twinks

So, with 3.2 coming out, and being able to turn exp gain off, we will probably see a rise in the number of L1 twinks.
With that in mind, it would be interesting to see how far in progression a raid of 40 L1 twinks would be able to get. A raid of un-enhanced L1 characters can kill Hogger, but can a raid of enhanced toons bring down Stitches?
The key limitation to this will be the hit% associated with L1 characters and mid-high level mobs. So, there are two things I'm looking for:
a) What's the hit rating scaling for a L1 character?
b) What's the hit formula for a L1 character to hit targets of its level and higher?
From there, we can work out how far you can really go...

I have no idea where I got this from, but I have a feeling that 1 hit rating gives about 0.65% melee hit at lvl 1.

Formulas for all the rating stats can be found here:

For a level 1 character 1 hit rating gives 3.25% spell hit chance and 2.6% physical hit chance.
You can test it yourself if you have a level 1 character able to equip an item with hit rating by running the following script which will print the result to your chat frame.
/script DEFAULT_CHAT_FRAME:AddMessage("Hit rating: " .. GetCombatRating(6) .. ", Hit Chance: " .. GetCombatRatingBonus(6) .. ", Rating Per Hit: " .. GetCombatRating(6)/GetCombatRatingBonus(6))
Change the "6" to any of the rating index values from PaperDollFrame.lua to check other stats:

Ok, I did it since I'm really bored... and I kinda flamed above. I'm assuming DW since no one lvl 1 twinks anything but rogues... I'm also assuming full wep skill (5).
Why would you assume dual wield, when dual wield is a skill that is trained at level 10?
