I'll keep it short and to the point-
I had an Elixir Master make me 6 flasks of endless rage. It procced twice, which meant 4 extra flasks. He only gave me my 6, claiming that the procs were his because I only gave him the mats for 6. I can see where he is coming from, but at the same time I feel cheated and tell him if he doesn't give me them, I will file a GM ticket. He hands them over after I say this, telling me there is "No ned to QQ, jeeze"
I felt kinda bad after, not knowing if they should have gone to him, but all my experience prior with Alchys has been me keeping procs.
Was I entitled to those flasks, or was I the rude one? Does it change between Alchys?
(I also tipped him for the 6 before requesting the procs, if that changes anything)

I think it's pretty rare that an alchemist keeps procs for himself. I mean, when you see someone on trade saying "Looking for elixir spec alchemist," what exactly do you think they are looking for? An opportunity to be nice and give free flasks to the crafting alchemist? No, the person is looking to maximize the amount of flasks they can get from the mats they have bought/farmed.
Just be sure to bump your tip a bit for every time he procs for you.

someone into giving you flasks which technically weren't part of the package? I'm somewhat surprised that the alchemist didn't report you right back.
Arrange these things beforehand (you know, like how people make loot rules clear during pugs), offer the alchemist a tip "per flask," maybe, but threatening them is a very wrong thing to do here.
Edit: And yeah, if you said "I want 6 flasks please," then you should receive exactly 6 flasks.

I meant for the GM to be the impartial judge, not my hitman to take it by force.

IMHO I believe the procs should go to the person providing the mats. Without your mats, he wouldn't have been able to proc anything in the first place. On my alchemist I just hope for a bigger tip when I proc, I never expect to keep the extras myself.

If mats are given to someone to make something, EVERYTHING that is made with those mats are property of the person who provided the mats. Just my 2 cents.

If someone agrees to make you something with your mats, then the procs should be yours. I have an elixir master and would never keep procs for myself because that would feel like stealing. You were justified to want to your procs.
Not in the way he went about it. I'm sorry, but if the OP described to the Alchemist his GM action the way he did here, I would take it as a threat too, and keep them to myself.

Anyone have a GM response as to which choice is correct?
If not, only an obligation created by the two parties would be binding. If the first party (the buyer) does not specify what to do with the procs from Elixir/potion/transmutation mastery, then there is no obligation in the deal for the second party (the alchemist) to provide it. If however the procs from Elixir/potion/transmutation mastery are included in the original deal (whereby the first party pays for them at a given rate, the second party gives them to the first party at no charge, or the second party is the understood recipient of the procs), then the second party must provide procs to the specified recipient in accordance to the deal that was made.
And a smart alchemist/business person will keep record of the deal made so if he/she is reported to a GM, a record of the deal can be presented.
Technically correct is the best kind of correct to be.

procs belong to the character who put in his time and effort into leveling the profession. If you did that to me, not only would I not give you the procs but I'd also ignore you and let everyone in /trade know what you tried so they will make fun of you for me.
