If I go into Heroic Naxx today and kill a boss, I am assigned a Raid ID. Any time I go back in, I see that same boss has already been killed. In 3.1, after tuesday maintenance, I lose that Raid ID, so if I go in, all bosses are alive.
after 3.2, I can choose to extend MY participation in that raid ID so that on tuesday, it's not cleared from my raid tab, and I can keep going in again and again and again until all bosses are dead.
Other people who were in the raid with me can either choose to extend their raid ID's or not. If they don't, that raid ID will be cleared from their raid tab, but they can still reacquire it if they go into the raid with me as leader.

Further question. Suppose in week 1, we kill all but one boss. In week two, we head back and kill the final boss.
Are we then allowed to cancel the extention and enter a new instance to farm the first bosses?
I don't think so. If you choose to extend your lockout, it will extend that lockout for however long the original duration was. If you extend Naxx's lockout, you are stuck with that ID for another week. If you extend ZG's lockout, it's an extra 3 days.

Aim at progressing guilds that doesn't need loots, or just want to progress, but don't have enough time.
My guild only raid 2 nights a week, we usually clear the 4 keepers in ulduar, but don't have enough time to kill general and yogg.
But we reckon we've got the gear and skills to clear the instance, we might choose to extend the raidID this week, just to clear everything.
i think that progressing guild will need loot :) because they are progressing that raid so they need better loot to progress it better
