Get hit capped first since most of your attacks come from spell hit such as Earth Shock, Maelstrom Weapon's Lightning Bolt, Lava Lash and Stormstrike if I'm not mistaken.

Then,what's about spd?Are there any reasons to get a little more spd instead of,for example,haste?

Reaching to spell hit cap is number 1 priority, closely followed by dodge expertise cap. You want to be spell hit capped in a raid to ensure your spell damage abilities (earth shock, Lightning Bolt, Magma Totem) will not miss. Also, being at the spell hit cap means that you are well above the melee specials hit cap, which means your Stormstrike, Lava Lash, and Windfury/Flametongue Attacks will not miss.
Being dodge expertise capped (6.5%) means the the boss cannot dodge your melee attacks if you are attacking from behind; this directly translates into more MSW procs.
Your spell damage will increase as your attack power increases, so there is no need to worry about that. ArPen is somewhat a debated point. Its generally considered an inferior stat because around 50% of an enhancment shaman's abilities are spells, which ignore armour as it is.
As I general rule, I would cap hit and expertise, bring your crit up to around 30%, then stack as much attack power as you can without lowering your hit/expertise/crit. Other stats such as haste will increase as you get better gear.

ArPen only affects the physical portion of our damage, therefore, it is not the optimal stat to go for.
Ofc, it isn't bad in anyway, but if I had to choose between ArPen and crit, I'd take the crit any day.

Looks like i can't understand some simple and obvious things... =\
Why it's so important not to miss every strike or spell?
If i'll not cap hit and experitse,how often i miss by spell or strile at same lvl mob?
And if i'll take gear with spd/ap and haste instead of hit and expertise,does large damage absorb by misses?

You'll hit less of those bigger hits in the long run, therefore you'd nerf your own DPS.
Hit allows you to actually SEE those big numbers. Once you're hit capped, THEN you can start stacking Crit/AP.

By getting more AP without Hit or Expertise, it's practically as bad as stacking ArPen, because it only affects the portion of your damage that actually hits (27% miss, or 21% with DW specialization for white damage, 17% for spell damage).
If you stack hit and Expertise until capped, you basically increases the efficiency of your Ap/crit/haste, because you will actually hit the mob.
A miss hits for 0, with 7000Ap or 0 Ap.
Basically, look at your melee swings as charges.
They charge for Windfury. They charge for Flametounge. And if you can't hit, you can't build Maelstrom charges.
Also, no hit, means less time for the Elemental Devastaion(9% melee crit) because your spells will hit less, and they reduce the uptime for Unleashed Rage( 10% Ap).
So tbh, by increasing your hit/ experitse, you DO increase your AP and crit, just in an indirect way.

(i.e. the amount of Hit Rating needed to get +1% hit is less than the amount of Crit Rating needed to get +1% chance to crit)
can u remember,how much?
because,if i'll get 1% more Crit,then
.90*.31=.279
and if 1% more Hit,then
.91*.30=.273
It's not so essential differences,and i believe,that Crit and Hit meets on gear not in equal amounts,but...i just still think about it.
