Offhand: how slow is too slow

since generally speaking you will always want to keep a fast offhand for PVE stuff, for CP procs in combat or for DP applications in Mut builds, what I'm wondering is what is the slowest weapon you would put in your OH for each purpose?
and 2nd question, since I'm still leveling, how much of a DPS increase, on the weapon, is needed before swapping from a faster to a slower OH?

I'll give you an example.
Mutilate:
Wielding
Webbed Death
in your OH is approximately the same dps as wielding
Sinister Revenge
in your OH.
For Combat, the speed difference is much more important than Mutilate. I can't tell you off hand what the speed vs. dps correlation looks like for your offhand weapon for Combat. My best advice is to
spreadsheet
whatever weapons you're planning on switching in or out.
Just change the stats of the gear you're using in the "gear" tab of the spreadsheet.
I tend to not want anything slower than 1.5 for combat (maybe 1.6 for swords), but for Mutilate, I could go up to a 1.8 dagger if the dps is right (an 8 dps stat increase per .2 second speed decrease, I'd say).

If you are just lvling go with whatever weps are the best that you have. Any of the bonuses from procs really don't come into play when the mobs die after a few hits.
