So I've been stacking badges and what not to get my Hunter full BoAs. I was curious how it would be best to setup my talents. I'm kind of leaning towards marks because I'll always have a lot of damage from my
Upgrade Dwarven Hand Cannon
? And also would a bit of hit from
Focused Aim
hurt at all? I seem to miss a reasonable amount of shots against mobs my levels.

First of all any spec works for lvling really, Beast mastery however is the best since your pet will produce better threat and at the starting lvls atleast talents won't greatly increase your dmg, so stick to bm since pets own and bm just improves that.

Priority one is buying the shoulders as your first BoA item.

The question really isn't about the BoA items. I already have all 4 BoA pieces. Gun / Shoulders / Trinkets x2. Its whether or not focusing on marks will amplifying my already powerful gear over generic pet damage.
And I'm still unsure of Focused Aim. I currently have 3 / 3 in it, and am starting to dump into crit and then further up the tree. I just know from high level DPS that hit capping is priority over all other stats for damage.

The number of shots you put out, and the pace you put it out at really overcome the need for hit because you have a second shot coming right after it. Plus your pet is hitting the entire time too. Going back to beginning of Northrend and leveling my DK I'm starting to notice the need for hit though because missing swings with such a slow weapon (and worse missing your diseases) slows things down tremendously.

Once 3.2 hits, priority one will be chest, shoulders will be TWO, lol
Why :P?They have the same priority tehy both give 10 % EXP.
Because chest pieces have better stats than shoulders?
