1. What is the best opener? I usually use Garrote in PvE, but I've been using Cheap Shot in BG's. CS seems to work much better when there is more than just myself attacking the target. When it's just me, is Garrote better than CS?
2. My performance has improved dramatically simply by binding Cheap Shot, Sinister Strike, and Kidney Shot to 2, 3, and 4, respectively. I'm still trying to figure out where and how I want to work in Vanish, Sprint, Evasion, Blind and Dismantle. Suggestions?
2a. What is the best way to work in Blind and Dismantle? This is the first time I've ever PvPed with Dismantle, and I'm not quite sure how and when is best to use it. Blind as well.
NOTE:
This is my rogue
. Combat leveling spec, using the mace in my MH because it is the best weapon I can find. My best guess is that I probably won't upgrade it until I get the Thrash Blade. My spec and weapons are why I don't open with Ambush, etc. All constructive criticism is encouraged and welcomed.

Usually I use dismantle when you are out of CC's when they start attacking you it doesn't hurt as much. Vanish can be used at different times depending if you are using it offensively or defensively. Also if in BG's and others are attacking I say use Garrote unless you are needig to save someone from dying in that case stun lockl them to relieve dmg on that person. Never really PvP'd that much at low lvls so can't give to much advise on that.

To be entirely honest with you...I wouldn't judge your performance in that bracket as anything more than a Rogue 101 to learn your most basic abilities. You won't even be playing the same game at 80...just a warning.
Yeah, I know that, but I'm in no rush to get this guy to 80...in fact, I was considering leaving him at 59 for quite a while to grind honor, or maybe 60.
He is bascally 5th on my list of toons I would like to get to 80: Hunter, Shaman, Druid, Death Knight, Rogue, Warrior. That's all my toons, with the exception of a level 1 bank alt, and he is pretty low on the priority list.
The only reason my shaman is below my hunter is because the hunter is 73 and the shaman is 46. If they were of equal level, the shaman would totally be first. I just want 3.2 to come out so I can xfer him to be with my Alliance toons.
But yeah, I plan to PvP at 39, 49, and 59 relatively extensively with my rogue. I need another ~1500 honor anyway for insignia of the alliance, which I will definitely get in this bracket.
Thanks for the opinion though. Hope I explained a bit.

I had the same intentions as you did when I rolled my Rogue alt. PvPing at 29 was ok...but 39 was fantastic for a variety of reasons. With a few blues and a couple enchants, Rogues were pretty powerful at that level, and the ability to now mount at 39 made it worth the effort.
If you ever get into some 2v1 scenarios, you can focus CC a target with cheap shot/blind and try to dps down the second target. Cheap Shot will almost always be your opener. The only thing working against you at level 39 is energy.
On a side note...when the new patch hits make sure to TURN OFF the option for gaining experience in Battlegrounds. I believe this option is on by default and will cost you 100g to turn it off (which also stops your ability to gain exp from the normal methods). When you decide to start leveling again...you'll have to drop antother 100g to turn this option back on. I might not be accurate on those numbers...it's been a couple of weeks since I last read the patch notes.
Last I heard it was 10g to turn it on/off. But it's been awhile for me too lol.
Thanks for the input...do you think 49 and 59 were more fun? Or should I stay at 39 for longer?

Cheap Shot is better because you're in control. Ambush and Garrote is better against Mages, who will blink away as soon as they get hit (most of the time). Some people prefer Garrote against warriors and paladins, where the bleed damage ignores armor.

This comes with experience. I generally use cooldowns when fighting for a node in AB or fighting hard to regain a flag in WSG. Blind can be used defensively (Blind -> Run -> Restealth), offensively (Blind -> Restealth -> Sap, open again), or when a second runs in during a 1v1 (Fighting someone, another runs in, mouseover blind macro and continue getting the first guy). Dismantle I usually save for warriors and paladins, though it is likewise effective against hunters and rogues at your level. Vanish at your level is going to be used offensively (Vanish -> Cheap Shot) because you lack Cloak of Shadows to rid yourself of DoT effects. Watch the ticking dots and you can usually Vanish right after a tick and have enough time to open again.
Sprint is trickier imo. I usually use it with Gouge to break LoS and restealth, though it can be used offensively to close gaps. However, if you're closing against a ranged, they are often going to have the means to kite you, meaning you are better off running and restealthing before engaging.

for a 39s PvP build. Improved Stealth and Stealth Detection will mean you can't be found as easily, Hemo is fairly good at this level as well. Your Mallet of Zul'Farrak is actually BiS (I believe) for the spec at this level and the Vanquisher's Sword is also a good off-hand. Ghostly Strike is a powerful attack and acts as a minor defensive cooldown as well.

Those responses were extremely helpful, thanks.
@ Maelwys...
What would you think of getting 3/3 initiative instead of 3/3 imp evis? I really don't use eviscerate that much, I typically either KS or rupture, and I open with CS 99% of the time, garrote the other 1%. I think it might complement my playstyle more. Is imp evis really that good?

at 39 stack agility, get a dagger (heirloom one works) spec sub for improved ambush, and open with ambush. youl almost always crit, basically garunteed to do abotu 50% of anyones hp other than plate wearers. plus you can 1 shot people :D always fun
Lolz, yeah I can imagine that it's fun...but I like getting big SS crits. With
this
in my MH and
this
in my OH, as well as
this
spec, I think I should do some serious damage. I put fiery on both weapons because it looks cool and is cheap, although I am considering throwing Mongoose on the mace.
I have zero enchants on his gear, and don't even have very good gear yet, so after I get good gear, 200 agility should be easy to reach, and with enchants, I don't think it will be too hard to hit 250-300...250 will probably be pretty easy, I shouldn't have to spend much money for it.

Xcrunr, you shouldn't really be using Rupture too much. Part of your control encompasses Gouge and Blind, which break on damage (a la Rupture). Initiative only works upon using an opener, meaning Setup would be a better choice anyways.
