It basically allows you to see AoE ground effects. I have mine turned off. Its not a big deal.

It is essential in Hodir, I don't know about any other fights that it is "required" in.

Id actually way turn down my Particle Effects and have Projected Textures clicked on if you need to make a trade-off. In any fight where you need to "run out of void/circle/target" its essential to be able to clearly see the effect. As was mentioned above its nearly impossible to succeed at Hodir without this on. It also makes fights like Grobbulus (poison clouds) much more challenging and Mimiron (rocket attack) more likely to one shot you.
Its also nice to be able to clearly see the radius of consecrate, Death and decay, blizzard, etc. when youre party/raid opens up.

Particle Density: The detail of fireballs that fall during a rain of fire.
Projected Textures: The yellow lines on the ground from consecration.
Projected Textures is a binary setting. You either see them or you don't. They have relatively small impact on your frame rates in most situations.
Particle Density (Spell Effects in your can be adjusted on a scale. I'm not sure if you can completely turn particle effects off, but you can make them so plain and small that you probably won't see them most of the time.
Flames, clouds of dust/smoke/poison, etc. are all particle effects.
These effects don't relate to each other at all, except that a lot of spells use both. Such as Death and Decay the big rune on the ground is a projected texture, and the little 'bubbles' and smoke are particles.

Good examples... You need to have this on during some raid boss fights so you can not be a noob and get out of the bad stuff on the floor.
