Depends, do you want your warrior level 80 pretty bad or do you not mind waiting?
I doubt the patch will come out anytime soon and people have been leveling through outlands w/o flying mounts so go for it.
No doubt the flying mount at level 60 will make it x100 times easier but its gonna be a while before the patch comes out so I would just level him unless you dont mind waiting, then I would level another toon to 60 while waiting for the patch.
I personaly am gonna wait once I get 60 but thats becouse I take forever to level and I dont really enjoy leveling a whole lot. Plus my toon is only 30 right now and it will probly take me that long to level her to 60.

I would continue leveling and just hold off on purchasing higher riding skills. However, you may find (depending on how quickly you level) that you might be ready for Northrend before the patch.
With the amount of content in it, 3.2 is very likely to be on PTR for at least another month - and by that point we'll be close to BlizzCon, and they likely won't release it while some of their most dedicated fans are in California.
I'm suspecting very end of August/beginning of September.
On the plus side, that means you have time to save money for the whole shebang.

I read that in 3.2 the mount will be sold by your home captial city with the discount.
The price will stay the same in other places such as (Dalaran) or Scholzar Basin and or storm peaks, etc.
correct me if I am wrong.
EDIT: I'd suggust not to hold your warrior until Patch 3.2 because its best to be safe then sorry.
