Enchant that gear and your good to go.
+maybe a visit to the AH, like shield, boots, EoV, engineeringgun(lets be honost, this is not an option, it's a musthave), bracers are al nice.
40stam on bracers(get the freaking crafted ones -_-), +55stam(serious, how can you NOT have that?), this alone(including the statson those BS bracers) can get you +1k health.
Getting the new gun is another 300.
Getting geared for heroics these days ain't hard. I went to the AH and left Orgrimmar with 22.5k hp and 490defence, I tanked some heroics without problems.

looks like you uppped your defense to 538 now. but you have to spend the time/gold to enchant your gear. nobody is going to give you a shot if you don't at least put in the effort. you dont' even have a belt buckle.
you made one very obvious mistake on gemming - you put a 16 def gem in your blue socket on your helm. change that to 24 stam and you will pick up an 8 def socket bonus. even if you desperately needed the defense, 8 def/12 stam + 8 def bonus is clearly a better choice.
i would not recommend you start heroics yet.

The cheap way of getting more health is:
Frosthide Leg armor to your legs (already pointed out above) (+55)
Austere Earthsiege meta gem to your head-piece (+32)
Switch your yellow gem in your helmet with a +8 dodge / 12 stamina one. (+12)
Eternal belt buckle and gem for stamina (+24)
Heavy borean armor kit to gloves and shoulders (+ 2 x 18).
That alone is +159 stamina (before counting in talents and buffs) for almost no mone.

Short of a few craftable/buyable upgrades, the only real way your going to get your gearing up now is by running those heroics. I would start with the easyer ones (Nexus and Utgarde Keep) a few times untill running them feels natural. Then move onto some of the more complex ones. When you can run Utgarde Pinnicle and not be worried (and get the
Red Sword of Courage
) then you should have a nice tanking set, HP in the 23K-25K range, and over the 540 def cap.

put a 24 stam gem in your legs (ignore lame socket bonus).
put some enchant on your shield. i like the plating for heroics.
fix your spec - improved rend is a complete waste, as is booming voice. if you want a good threat spec, go with the deep wounds build - i prefer

Shoulders - there is much more effective option.

1 WG with dailies taken and done should be enough for it. Considering it takes 15 minutes of your time... bad if you dont have it.
As for the ratedm answer:
I see you are on the way. Get leg enchant asap (may even be the cheap one) and for the love of god drop that freaking haste trinket. I am seeing plenty of tanks/dps wearing this crap just because its blue, while a second before (or after) in this chain you get
way better trinket

stamina and armor are the only EH enchants available. EH is for showoffs?
armsman is the best threat glyph.
